Rounds settle from the drand beacon, verified on-chain. One of the 25 claims is drawn at random, each with the same chance, and whoever is on it splits the pot minus a 5% rake. A claim pays at most 23.75× what is staked on it, which is fair 1-in-25 odds after the rake, so no claim escapes the house edge. Anything above that rolls into the next round's pot, and so does the whole pot when the drawn claim is empty.
